Nainggolan has been heavily linked with a Premier League move with either Arsenal or Manchester United, however, Sky Italia reports Roma have agreed to pay £15m for half the ownership of the player who is co-owned by Cagliari.
It is understood the situation must be resolved by Thursday before a blind auction is undertaken.
Roma are believed to also agreed to pay £1m in performance-related bonuses for the player.
According to Football Italia, the agreement also reportedly includes a renewal of a loan deal for striker Victor Ibarbo, with an option to buy.
Nainggolan caught the attention of both the Gunners and Red Devils with solid performances in the Serie A and Champions League with Roma.
The 27-year-old also scored in a recent international friendly win for Belgium against France.
