Martinez had been heavily linked with a move to the Emirates in recent weeks, but his agent Luiz Enqrique Pompeo confirmed his player had completed a move to the La Liga heavyweights.
“It was finalized today. We want to thank Milan for their interest right up the end, we feel very honoured by it, but you can’t be in two places at once,” Pompeo told Spanish newspaper AS.
“It’s a very big club, which has done important things in the league and in Europe. Jackson is going there to also achieve great things and to bring the best out of himself to become even better. That’s his dream and he’s very excited. He’s really happy.”
According to the report, Martinez has penned a four-year deal with Atletico after the Spanish club hit the player’s £24.8m release clause.
Martinez has starred during his stint in Portugal, scoring 67 goals in 90 league appearances since joining the club in 2012.
However, the 28-year-old was part of the Colombia side that recently crashed out of the group stage during the 2015 Copa America in Chile.
