The 21-year-old has been greatly impressing in recent times as Leicester have started the season well after returning to the top flight having won the Championship in 2013/14.
Moore has also been catching the eye on the international stage, scoring against Croatia for the England Under-21s recently as the Three Lions qualified for the 2015 U21 European Championship in Czech Republic via the playoffs.
The Foxes now face a real task to keep hold of the centre-back, as after fending off a £5m pursuit from Fulham the club now faces and even more alluring move for the starlet.
Gunners manager Arsene Wenger is looking for defensive recruitment in the January transfer window with things lacking at the back at the Emirates Stadium currently.
Meanwhile, whilst City are less in need of support in defence, Moore would represent a much needed homegrown talent.
