Six centre-backs Arsenal could buy instead of Mats Hummels, including Manchester United star.
Cerci moved to the Vicente Calderon Stadium from Torino over the summer in a £13m deal, has has since failed to settle in Spain and is yet to even start a match for his new side.
Atleti head coach Diego Simeone has already grown frustrated with the 27-year-old and has deemed him surplus to requirements and would be open to letting the Italian leave the club.
Both the Gunners and United have shown interest in Cerci and could land the Italy international at a cut-price fee with Atletico keen to move him on as soon as possible.
The forward generally plays as a No.10 or on the right flank and currently has 14 caps for the Italian national team.
