They are both expected to go after Barcelona star Pedro, according to the Daily Star.
Transferring to one of these elite Premier League clubs would be an ideal situation for Pedro since he is currently in a forward logjam at Barcelona.
Luis Suarez, Neymar and Lionel Messi are all currently on the Barcelona squad, and they are all some of the best players in the world.
Due to the quality depth at forward, Pedro made just 13 starts for Barcelona this season but is expected to command at least £22m.
Arsenal has 70 points, which is tied for second with Manchester City although they do not hold the tiebreaker.
Signing Pedro would give them more firepower in their effort to get over the hump as they have not won a Premier League title since 2004.
They would also have more depth at forward beyond Alexis Sanchez and Olivier Giroud. Chelsea is sure to pursue Pedro aggressively as well since they hit on their last Spain international signing, Diego Costa, as he leads their squad with 19 goals.
