Kondogbia has been superb for the Ligue 1 giants this season and is believed to also have interest from Inter Milan.
According to The Mirror, Monaco have slapped a £25m price tag on the France international but the Gunners remain keen on signing the defensive midfielder.
Kondogbia still has three years left to run on his contract at Monaco, however the Ligue 1 side are looking to balance the books and may sell one of its key players if Arsenal can match the club’s valuation.
The Gunners are understood to still be keen on Southampton star Morgan Schneiderlin, however The Mirror reports the 25-year-old is eyeing a move to Premier League rivals Manchester United.
Francois Coquelin’s emergence may result in a change of tact in the transfer window by Arsene Wenger, but Kondogbia offers more in attack than his countrymen.
