Quintero has been a key player for Primeira Liga squad Porto, and he also starred on Colombia’s 2014 World Cup squad as he scored a goal for them in a qualifying game against Ivory Coast.
He also helped lead them to a first-place finish in Group C before they advanced to the quarterfinals with a win over Uruguay before falling to Brazil.
The 22-year-old had previously been pursued by Arsenal, who was prepared to make a £60m bid to land him and fellow Porto player Jackson Martinez.
Considering the price of last year’s bid between these two players, £8.5m could potentially be a huge steal for the Gunners to land Quintero.
The Gunners are already looking ahead to next season as Chelsea has already clinched the title, and Arsenal is likely to finish in third place.
