Reports in the Daily Star explain that the right-back is unhappy at his lack of first team football under new boss Luis Enrique, and would jump at the chance to move to England.
Montoya signed a four-year contract extension with Barcelona earlier in the year, but he is seeking a temporary exit after making just one La Liga appearance this season.
Arsenal and Liverpool have been linked with the La Masia graduate in recent weeks while Bayer Leverkusen, Inter and AC Milan are all watching on with interest.
The Gunners are desperate for additional defensive cover with Arsene Wenger coming under intense scrutiny over his decision not to sign more defenders during the summer.
First-choice full-back Mathieu Debuchy is currently sidelined through injury, leaving the North London club particularly short in the right-back position, with youngsters Calum Chambers and Hector Bellerin regularly having to provide cover.
The Merseysiders are also looking at January defensive reinforcements as Brendan Rodgers is eager to plug his side’s leaky backline, with Glen Johnson a potential casualty of any move for Montoya.
