According to La Gazzetta dello Sport, the north London rivals are both looking at the Greek international with a view of making a bid this summer.
However, it is suggested that both teams will be left disappointed as Roma boss Rudi Garcia has no intention of selling the 24-year-old.
Whether or not that is enough to put both the Gunners and Spurs off remains to be seen, but Manolas has certainly proven in his short stint in the Italian capital that he is more than capable of performing at the top level.
The Greek stopper impressed last season and was an important part of the squad as they attempted to conquer Serie A and Europe, and so it is unlikely that the Giallorossi will want to sell another defender after parting with Mehdi Benatia and Marquinhos the last two summers.
Nevertheless, should either Arsenal or Tottenham make an attractive offer, the Serie A contenders may well be forced to consider their options as they look to raise funds before investing further in their squad.
