The 22-year-old has been in fine form this season, impressing since quitting Real Madrid for Serie A, though £60m may prove too much for both the Gunners and the Reds.
Morata is probably not the best option on the market for that price, but Juventus and Real are hoping to come to an agreement to sell him for an inflated fee that they would then split between them.
Both Arsenal and Liverpool are known to be on the lookout for new signings upfront this summer, but may now look elsewhere.
