Wenger last month warned City off Wilshere, but it hasn’t stopped the cashed-up Premier League side from planning a mega summer bid for the England international.
According to The Mirror, City are planning an overhaul of its squad after a disappointing season and the signing of Wilshere has been made a key priority by club management.
The two-time Premier League winners are keen to bring in some home grown talent, and the 23-year-old certainly fits the bill.
Wilshere is seen to be a bit of a plan B for City however after Liverpool midfielder Jordan Henderson signed a new five-year deal with the Reds last week.
The technically gifted midfielder still has three years remaining on his deal at the Emirates and is the latest in a long line of Arsenal players to be approached by Manchester City.
Emmanuel Adebayor, Kolo Toure, Gael Clichy, Samir Nasri and Bacary Sagna have all traded in London for Manchester over recent years and Wenger will be desperate to keep hold of one of his biggest stars.
