According to the Metro, the Gunners are being touted as the favourites to be behind the offer, with the Turkish giants hoping to hold on to their star man but are aware that it will be a struggle.
Tottenham have also been linked with an interest as reported by the Metro, but the 29-year-old is most likely to be heading for the Emirates with boss Arsene Wenger looking to add competition to his squad.
Mikel Arteta recently signed an extension while Francis Coquelin will be hopeful of continuing his development into a regular starter next season.
However, it doesn’t look like it will be that simple as Wenger is not done strengthening his squad ahead of the new campaign and will be hopeful of beating out the competition to land the Turkish international.
It remains to be seen whether or not the Frenchman is actually behind the bid, but the initial offer will certainly make which ever club involved the early frontrunner.
