Both teams currently look a little short of the quality needed to sustain a real challenge for the Premier League title, with the Gunners linked recently with a number of players in that part of the pitch after some inconsistent form from Per Mertesacker this term.
Arsene Wenger did move to raid La Liga for the signing of Brazilian centre-back Gabriel from Villarreal in January, and he now seems to want to bring Moreno to the Emirates Stadium as well.
The 58-cap Mexican international has impressed since making the move to Spain, and Tottenham are also hoping to bring him in as an additional option for their backline.
The 27-year-old has also impressed in Europe for Dutch club AZ Alkmaar after starting his career back in his native Mexico with UNAM.
