The talented Brazilian winger is currently unsettled at the Ukranian side, having recently gone AWOL from the club after a pre-season friendly away to Lyon in France, and an exit in this transfer window seems likely.
Costa has been linked with Premier League clubs in the past, and could be a useful addition for the Gunners in the wide areas due to the continued injury problems of Theo Walcott.
