The 23-year-old is currently in his second successive season on-loan with Gladbach from parent club Bayer Leverkusen and the Gunners think the German could be the ideal solution to their issues in defensive midfield.
Currently captain Mikel Arteta and Mathieu Flamini are the only options in the role and neither are considered to be good enough for a club with ambitions of winning the Premier League title and doing well in the Champions League.
Kramer is best known for his shock start in the 2014 World Cup final for Germany v Argentina, before later being substituted after suffering a nasty head injury.
The midfield enforcer is a physical performer and could bring some much needed grit to a North Londoners’ midfield that is often criticised for lacking it.
Manager Arsene Wenger is expected to make a holding midfielder and new defenders his priority in the January transfer window.
