The experienced England international is out of contract at the end of the season after letting his deal run down, and it now looks like he has come to a decision about his next club.
Milner will make a superb free transfer for whoever gets him, and it seems that he has opted for a move to Anfield over an offer from the Emirates Stadium.
The 29-year-old will no doubt be keen to play regularly after finding himself as little more than a squad player in his time at the Etihad Stadium, and he may feel there will be more opportunities to do so in joining the Reds.
Brendan Rodgers will need midfielders this summer as Steven Gerrard prepares to leave for LA Galaxy, and Milner is a similar style of player.
