Toure has been in poor form this season and after falling out with the Citizens over the summer has been strongly linked with a move away from the Etihad Stadium.
Both AS Monaco and Paris Saint-Germain are understood to be interested in signing the Ivory Coast international and City manager Manuel Pellegrini has personally identified Ozil as the player he wants to replace the 31-year-old.
The 2014 World Cup winner joined the Gunners from Real Madrid in 2013 for a club record £42.4m and has since played 49 matches for the North London outfit in all competitions and won the FA Cup in 2013/14.
Ozil has failed to truly impress and justify his hefty price-tag though and has been linked with several moves away in recent times as his form at the Emirates Stadium continues to stagnate.
The Germany international is currently sidelined for three months with a knee injury and is unlikely to return to Arsene Wenger’s starting XI until the New Year.
