According to the Metro, the Gunners have placed the bid and will hope to beat out Napoli to the signing of the talented youngster.
The 20-year-old is considered one of the brightest prospects in Italy, and impressed during a loan spell at Empoli last season as he gained valuable playing time.
His opportunities are limited in Turin given that Giorgio Chiellini and Leonardo Bonucci continue to provide coach Max Allegri with a solid foundation, and so he may well have to consider his options elsewhere.
While it doesn’t appear as though Arsene Wenger necessarily needs to immediately bolster his central defensive options, Rugani would undoubtedly be seen as a long-term solution as he looks to continue to develop his game and improve.
Juve have reportedly rejected a sizeable offer from Napoli already, and so it may not be simple to prise him away from the Serie A champions who will either hope to keep him or get as much as possible in a bidding war.
