The Gunners are keen to strengthen defensively after losing Thomas Vermaelen to Barcelona this summer, and have Smalling in their sights to come in as cover for Per Mertesacker and Laurent Koscielny.
The 24-year-old has not had the best of timesd at Old Trafford in recent seasons and may be allowed to leave for the right price, with Louis van Gaal making major changes to his squad since taking over at the club this summer.
Welbeck was one of many players cleared out by the Dutchman in pre-season, joining the likes of Shinji Kagawa, Nani and Tom Cleverley out of the exit door.
