Juve have also been linked with a move for Bayern Munich star Mario Gotze, but according to La Gazzetta dello Sport, they are ready to return with an improved offer of around €15m plus €9m in bonuses for the Schalke midfielder.
The Turin giants are taking into consideration that the German international is coming back from a worrying injury that he suffered last year, but they are confident in his ability to develop into one of the best midfielders in Europe.
The 21-year-old has caught the attention of numerous clubs with his performances in both the Bundesliga and Champions League over the past year or so, and so it comes as no surprise that Juve and Arsenal could become engaged in a transfer war.
Nevertheless, it looks as though the Italian outfit will make the first move, although Gazzetta suggests that they have various alternatives lined up just in case they see their bid rejected.
