Pacquaio is expected to return to action next year after undergoing shoulder surgery following his defeat to Floyd Mayweather in May, and he had been touted as a possible opponent for Khan.
However, the Bolton-native has told BBC Sport that the offer to fight him has been rejected by the Filipino’s camp which leads him to believe that the six-weight world champion is worried about facing him.
As a result, the 28-year-old will turn his attention elsewhere with rematches against Danny Garcia and Lamont Peterson high on his priority list having lost to both men previously.
In addition, it appears as though he is warming to the idea of a British showdown with IBF welterweight world champion Kell Brook and suggested that the pair could face off next year.
Brook defends his belt against Diego Chaves in Sheffield on October 24, but has long called out his compatriot to settle their rivalry.
