Chelsea have endured a frustrating start to their season both on and off the field, as they are still winless after two games with manager Jose Mourinho embroiled in controversy.
According to the Daily Star, the Blues have been given permission by owner Roman Abramovich to abandon their passive transfer strategy and spend big before the close of the summer transfer window.
With Abramovich allowing more spending, the Blues can now offer Everton £35m for defender John Stones.
The Blues are also reportedly keen in offering Atletico Madrid £21m for winger Antoine Griezmann.
Stones has been Chelsea’s top target for a while, but Everton manager Roberto Martinez has insisted that the 21-year-old is not for sale after rejecting two offers, including one worth £26m.
Chelsea are also expected to launch a pursuit for French star Alexandre Lacazette.
The Lyon striker is currently valued at £21m, and Loic Remy is rumoured to possibly be part of a package deal for the 31-goal star.
Chelsea have already signed defender Baba Rahman in a deal believed to be worth around £21m, but their defensive woes against Manchester City will surely see Mourinho bolster his side before the end of the month.
