The Blues are confident of being able to snap him up as they enjoy a good relationship with the Lisbon giants, having already snapped up Nemanja Matic for a fee of €25m at the start of the year.
Mourinho was in Portugal last week to give his opinions on the latest wave of young players coming through, and highlighted the 20-year-old as someone that he very much hopes to get his hands on in the near future.
“I think Benfica hired well… They say Talisca is unknown, but he is only unknown because he’s not playing in England because of a work permit,” he said.
“If he had one, he’d be here! There were many English sides, great and important teams, they wanted him. Moreover, there were those who wanted to sign him, even though he could not play for them now.
“They wanted to sign him, and put in a minor league and hope that eventually came to the selection until he could get the work permit.”
