According to the London Evening Standard, Fener have made their approach and are keen on signing both men before the start of the new season.
The Turkish club have already signed eight new faces this summer, including Nani and Robin Van Persie as they continue to go with experience with former Premier League stars.
While they will be desperate to beat rivals Galatasaray to a league title next season, they believe that Ramires and Mikel would be key to their chances.
The Brazilian midfielder is reportedly in talks with the Premier League champions over a new deal, while Mikel is understood to be more likely to leave, as reported by the Standard.
It is suggested that Mikel has decided that it is the right time to leave the club after nine years at Stamford Bridge, while Ramires could be following suit if Jose Mourinho adds more competition this summer.
