The Spaniard has been with AC Milan so far this season, but looks set to leave the San Siro early after only scoring one goal so far for the Italians, who had initially taken him on a two-year deal.
Torres is now keen to return to Atletico, the club where he started his career, after a difficult few years with Chelsea following his £50m move from Liverpool in 2011.
The 30-year-old had previously been regarded as one of the best strikers in the world but suffered a major dip in form in the latter part of his career.
