The 23-year-old forward has not played frequently for Chelsea, as he spent last season on loan at Fiorentina.
He only made three appearances for the Blues in the 2014-15 season.
He shined in 16 games with Fiorentina by scoring six goals though.
Roma are expected to sell winger Gervinho if they acquire the Egyptian forward, as he struggled last season with only two goals.
The Italian club are hoping to see someone like Salah lead their scoring attack as they rebuild it, due to the departure of many players.
Salah may be just the solution Roma need.
