The 21-year-old has spent the last two years back in his home nation with Zulte during successive loan spells from Stamford Bridge.
Hazard is the younger brother of current Blues star and 2014 PFA Young Player of the Year Eden and will join his sibling in the Belgium World Cup squad this summer.
Both Hazards signed for the west Londoners in the summer of 2012 from France, with Eden making the £32m switch from Lille and Thorgan joining from Lens.
The younger brother is yet to play a senior match for Jose Mourinho’s men, but has made 87 appearances for Zulte in two years.
This term Hazard junior scored 16 goals and provided 20 assists for the Belgian club in all competitions.
There are reports that both Everton and Liverpool are interested in signing the attacking midfielder this summer, but Mourinho has flown out to Belgium to watch the youngster and is thinking about putting him in his first team in 2014/15.
