Reports from Turkey on Monday suggested that Turan was due for a medical at Old Trafford after United agreed a £29m deal.
However, The Guardian now understands that Chelsea have been offered the 28-year-old, who has scored 20 goals in 163 games for Atletico and helped them to the La Liga title in 2013-14.
Paris Saint-Germain and Barcelona have also been credited with an interest in Turan.
