The Anderlecht striker was being pursued by Chelsea, but the Blues are expected to lose out to Spurs, according to The Metro.
The Serbian international proved to be adept at scoring last season, as he notched 28 goals in 51 appearances for the Belgian club.
Anderlecht finished in third place in the Belgian Pro League standings after winning the 2013-14 title thanks to the 20-year-old’s reliable play.
It remains to be seen how Mitrovic can adjust to the Premier League after tearing it up in Belgian Pro League matches, but he may prove to be a bargain signing if he can improve with age.
Spurs have made the Serbian striker their top priority in the transfer window, and they are looking to build on their fifth-place finish in the 2014-15 Premier League standings.
