De Bruyne, 22, wants to leave Stamford Bridge this month for more first team football having started just two Premier League matches this term, after returning from a season-long loan at Werder Bremen in the summer.
Wolfsburg sporting director Klaus Allofs – the man who brought De Bruyne to Bremen – has confirmed the Bundesliga outfit are one of the clubs interested in the former Genk winger.
Mourinho, who reportedly dropped De Bruyne from the Blues’ first team after being unimpressed with his efforts in a League Cup clash with Swindon, says the Belgium international wants to leave and there are two bids on the table.
“He has a chance to go,” Mourinho said.
“We had two bids from two different clubs for Kevin. That’s what the club is analysing.
“[A fee is] not agreed, but I believe that between our club and the other club we will reach an agreement. The interest is big from the club, even bigger from the player.”
