Turan has also been linked with FC Barcelona, but the Champions League winners are expected to back out of the sweepstakes for the Turkish midfielder.
Barcelona will not battle Chelsea and Man United for Turan, due to their upcoming presidential election.
Chelsea forward Diego Costa is reportedly thrilled at the idea of his old Atletico Madrid teammate reuniting with him at Stamford Bridge.
“It would be fantastic. Arda makes everything so much easier out on the pitch,” Costa said to The Metro.
Chelsea struck gold last summer when they signed Costa, as he led the team in scoring with 20 goals while the Blues secured the 2014-15 Premier League title.
Turan has a release clause worth £29.3m attached to him, and his future is expected to be decided by July 8 if Atletico Madrid receives a bid offer in that range.
Ligue 1 champions Paris Saint-Germain have gone after the 28-year-old as well, but he seems less keen on the move to France.
