The Blues attempted to reach a deal with FC Augsburg for £10.5m, but the Bundesliga club is refusing to budge until they are offered £18m.
Although Chelsea intended to pay Rahman a deal that amounted to £1.2m-per-year, Roma are creating a deal that would pay the Ghanaian defender £1.5m-per-year.
The Serie A club is also promising Rahman a spot on the first team, and they will be receiving young blood if their desired deal for the defender becomes official.
The 21-year-old came up with four assists for Augsburg in Bundesliga matches, as they finished in fifth place in the 2014-15 standings.
Meanwhile, Roma is hoping to build on their second-place finish in the Serie A standings and dethrone UEFA Champions League runners-up Juventus.
