The England international is likely to run down his contract at the Etihad Stadium and make the free transfer to Anfield after a long stay with the reigning Premier League champions.
Milner first moved to City in 2010 and has gone on to win two Premier League titles with the club, though he has recently struggled to establish himself as a first-team regular.
City look set to make some changes to their squad for next season after a disappointing campaign, and it looks as though the former Aston Villa man will take the opportunity to move on for a new challenge himself.
This could be a smart move by Liverpool, who need more options in midfield and could benefit from the 29-year-old’s experience at this level.
