The Sporting Lisbon midfielder has been pursued by both Arsenal and Manchester United.
The Gunners are expected to not hold back in their pursuit, as boss Arsene Wenger is very keen on signing him.
The 23-year-old Portuguese international was recently crowned the best player at the UEFA European Under-21 Championship.

Carvalho’s defensive prowess helped Portugal not concede a single goal in normal time in the tournament, with the exception of a group stage 1-1 tie against Sweden.
He is a genuine powerhouse – exactly what Arsenal need.
