1. Oakland Raiders
The Raiders are not a team to shy away from players with character concerns, and they are desperate enough to take a chance on Rice while they can snag him at a discount. Although Latavius Murray has looked promising, he still has yet to prove he can be a consistent feature back. Maurice Jones-Drew and Darren McFadden have done nothing to change the Raiders offense for the better, so taking a chance on Rice is not out of the question for the Raiders.
