Strauss says “structural” problems have hurt English one-day cricket and changes needed to be made immediately.
“The truth is we’re not good enough, from one to eleven we haven’t got the players that can compete against the top teams,” Strauss told Sky Sports.
“We couldn’t compete with Bangladesh, we certainly can’t compete with Australia and South Africa and that goes back to the structural issues with English cricket.
“We’ve been poor for 20 years in one-day international cricket and we’ll be poor for another 20 years unless we change up the way we play our domestic cricket.”
England crashed out of the World Cup following a 15-run loss to Bangladesh on Monday, the fourth loss for Peter Moores’ side in five matches.
Despite the shocking early exit, captain Eoin Morgan and coach Peter Moores have insisted they would like to remain in their respective roles.
