The 19-year-old Fluminense man is believed to be also being tracked by Manchester United, but Metro reports that the Premier League champions are favourites to land the striker.
It comes just days after the Blues announced the £4.5m signing of Atletico Paranaense midfielder Nathan, and Chelsea are hoping to land Kenedy on a similar transfer fee.
Kenedy has scored five goals in 36 appearances for Fluminense and is hoping to bring his talent to the Premier League.
It is believed however that Kenedy will be sent out on-loan upon his arrival at Stamford Bridge.
The youngster said he wants to follow in the footsteps of countrymen Oscar and Ramires and play for the four-time Premier League winners.
“Of course, I am happy to play for Fluminense but it is my ambition to one day play in Europe,” he is quoted as saying by Metro.
“I like Chelsea because of players like Oscar and Ramires.”
Chelsea have already wrapped up the Premier League title but face West Bromwich Albion and Sunderland in its final two matches.
