Kovacic has been heavily linked with a move to Anfield over recent months, but Daily Star reports the Italian giants will not sell the Croatian for any less than £18m unless Skrtel is part of a swap plus cash deal.
The 21-year-old is one of Europe’s hottest young talents, and Reds boss Brendan Rodgers is believed to be desperate to snare the signature of the former Dinamo Zagreb man.
Skrtel is believed to be unhappy with Liverpool’s most recent contract offer and could be heading out the exit door at Anfield, and Rodgers could use the situation to his advantage to bring in Kovacic.
Inter boss Roberto Mancini remains at ardent fan of Kovacic, and will be wanting to hold onto the youngster.
However, Inter could look to sell if Liverpool submit an acceptable offer.
