Tottenham Hotspur are also interested in the 21-year-old and the two Premier League sides were readying offers of around £15m for the England Under-21 international.
However, after a strong start to the season that has seen Berahino score seven league goals in nine appearances, the Baggies value their prized asset at closer to £25m.
The Reds will have to weigh up the decision as to whether this is cost effective or not as they look to alternatives to Balotelli after a woeful start to the campaign for the Italy international.
The 24-year-old arrived at Anfield over the summer in a £16m switch from AC Milan and was expected to cushion the blow of losing Luis Suarez to FC Barcelona.
Yet since then Balotelli has struggled upon his return to English football and has managed just one goal to date – against Ludogorets in the Champions League – and has been heavily criticised for his performances.
Berahino meanwhile has been in stunning form and is expected to be called up to Roy Hodgson’s senior Three Lions squad in the not so distant future.
