Following a disappointing season, Reds boss Brendan Rodgers is believed to be looking to shake-up his attack and bring in the Montenegrin international with the misfiring duo of Mario Balotelli and Rickie Lambert expected to leave Anfield in the summer.
Jovetic has recently been linked with a move to Serie A giants Inter Milan, but The Mirror reports that Liverpool are set to swoop on the City man.
The 25-year-old joined City on a £22m two years ago after impressing with Fiorentina, but has struggled for game time during City’s disappointing title defence.
Rodgers is keen to bolster his attack for next season, and Jovetic would provide Daniel Sturridge with stiff competition for a starting place when the England international returns from injury.
He could also play alongside Sturridge in what could prove to be a fruitful combination.
Liverpool are also believed to be closing in on the signing of Burnley striker Danny Ings, with the deal expected to be completed in the summer.
