Balotelli was thoroughly disappointing in his first season with the Reds, scoring just three goals in 21 appearances in all competitions.
Kovacic has been heavily linked with a move to Anfield in recent weeks, and TalkSport reports that Brendan Rodgers is happy to part way with the Italy international to complete a deal for the former Dinamo Zagreb man.
However, the report suggests Inter Milan have turned down Liverpool’s latest offer as the Reds value Kovacic at £15m, compared to Inter’s valuation of £22m.
Inter are believed to be after a straight cash deal for the 21-year-old and are not interested in bringing Balotelli back to the San Siro.
Kovacic is highly-rated by Inter boss Roberto Mancini, but club bosses may look to sell the Croatian if it can get the £22m transfer fee the Serie A giants are after.
