The Reds were hoping to agree to a deal with Real Madrid for midfielder Asier Illarramendi worth £10.6m.
The Mirror reports that they are now willing to up the ante to £15m along with add-ons.
Illarramendi is hoping to figure out his future by the time Real Madrid opens their camp, which will begin on July 10.
The Spanish international has landed on the bad side of the Real Madrid coaches as he scored no goals in any matches, so Liverpool may be in luck with their second offer.
Liverpool is hoping to keep their midfield afloat and offset the loss of Steven Gerrard, who is now with the Los Angeles Galaxy.
