“Everything is there for us to go and do that [win trophies] and being around the place this morning, I can see everybody is raring to go, wanting to be together and ready to push forward,” Milner said.
Milner has spent the last five seasons of his career with Manchester City and the 29-year-old won two titles at the Etihad Stadium.
Liverpool are looking to recover from a disappointing 2014-15 season, as they finished in sixth place.
Manager Brendan Rodgers found himself under pressure, and the club have made nine signings in an aggressive transfer window as a result.
It will not be easy for Liverpool to rise in the standings though.
Manchester United, Arsenal, Manchester City and defending champion Chelsea are not showing any glaring signs of slowing down.
