The Reds have been monitoring the England under-21 international for some time, and see him as the ideal solution to their goalscoring problems.
However, with Burnley not keen on selling this month, Brendan Rodgers will try to force a move through by sending him back to Turf Moor on loan until the end of the current campaign.
Ings is out of contract at the end of the season, and though he would be allowed to leave in the summer, the Clarets would still be due around £3m in compensation as he is still under the age of 24.
Burnley see him as integral to their Premier League safety in the coming months, but with Tottenham also closing in Rodgers is keen to ensure that he doesn’t miss out on snapping him up.
