Milner will not participate in Champions League football with Manchester City, where his contract will expire this month. He wants to take on a more vital role with Liverpool.
He will be entering a club that is looking to bounce back from utter disappointment, as they fell flat on their faces in a 6-1 loss to Stoke City.
The 29-year-old midfielder came up with five goals and seven assists in the 2014-15 season.
Burnley forward Danny Ings is also in the Reds’ plans for the foreseeable future, and the 22-year-old has said that he plans to join Liverpool after his current contract expires.
Ings will increase the Reds’ scoring attack, as he was able to score 11 goals while adding four assists for Burnley.
Despite these two prominent soon-to-be signings, it appears that Aston Villa striker Christian Benteke may not be in the team’s plans after all.
Benteke has a £32.5m buyout clause, and Liverpool is reportedly not prepared to pay for it. Manager Brendan Rodgers is still hoping that Aston Villa will agree to sell Benteke for less though.
This may be a possibility considering Aston Villa narrowly bought themselves another year in the Premier League with a 17th place finish.
