De Bruyne has starred at Wolfsburg since being offloaded by Chelsea last season, and The Mirror reports that City have tempted the Bundesliga side with a mega transfer fee.
The Premier League side will face stiff competition, with European giants Bayern Munich and Paris Saint-Germain also believed to be interested in the Belgian international.
De Bruyne has been superb in the Bundesliga this season, scoring 10 goals and creating a Bundesliga record-equalling 19 assists.
According to the report, City will help fund the transfer by selling Stevan Jovetic in the summer.
Jovetic has interest from Serie A giants Inter Milan, who are reportedly willing to pay £8m for the Montenegrin but only after a one-year loan deal.
Inter were hit with a £15m fine and a squad reduction penalty by UEFA after breaking Financial Fair Play rules.
