It is believed that City have formally offered the Serbian international to the London based counterparts, just months after he was originally linked with a move to Stamford Bridge over the summer.
The transfer failed to materialise in the end, but Goal.com are now reporting that Arsenal have been offered the City defender for just £5million.
Spurs are also said to be keen to get in on the deal, as City will likely sell to the highest bidder as the player himself as been given scant game time.
However, he is currently on a massive £75,000-per-week deal at the Etihad and his wage demands may prove to be a stumbling block.
