The cashed-up Premier League heavyweights are in the hunt for English talent, and The Mirror reports that City boss Manuel Pellegrini is pushing club bosses to make a £30m bid for the England international.
City have switched their attention to Wilshere after a £40m bid for wantaway Liverpool star Raheem Sterling was rejected on Wednesday, the newspaper reports.
Wilshere has recently stated he was not looking for a move away from the Emirates, but it has not stopped City from targeting the 23-year-old.
The Gunners youth product was handed a £40,000 fine from the FA for making “inciting” comments during Arsenal’s FA Cup celebrations last month, but scored two goals in England’s 3-2 EURO 2016 qualifying win over Slovenia last week.
City are in dire need of filling its quota of home-grown players or risk having a Champions League squad of just 20 players next season.
