Dzeko struggled to hold down a first-team spot last term and has been linked to a number of clubs both in the Premier League and abroad.
According to Daily Star, the Bosnia & Herzegovina international is pinning his hopes on a summer move to the Gunners as he looks to get his career back on track.
Dzeko looks certain to leave the Etihad this summer, however the 29-year-old is contracted to the cashed-up Premier League heavyweights until June 2018 and City will demand a premium fee.
City purchased Dzeko from Wolfsburg for £27m back in 2011, but his valuation would be well below that at current.
Dzeko has scored 72 goals in 187 appearances for City and a move to Arsenal would see him fight with Olivier Giroud and Danny Welbeck for a starting role in the centre-forward position.
