The Italian outfit is in discussions with City, and have offered the Bosnian international a five-year contract worth €4.5m per season, according to the Guardian.
Dzeko has struggled to secure his place in the starting line-up under Manuel Pellegrini, and in turn he is likely to move on this summer in a bid to get more playing time.
The former Wolfsburg striker managed just four league goals in 22 starts last season, but has previously insisted that he is happy in Manchester as he played a key role the year before last in sealing another title.
That looks as though it has changed more recently and Roma will hope to wrap up a deal before they begin their pre-season preparations in Indonesia later this month.
The Giallorossi have made the 29-year-old their priority this summer, but they have also had to move other players in order to create both space in the squad and the necessary funds to complete the deal.
